E-GOVERNANCE


INTRODUCTION

Lately the public service is very bad, such as public service is a long, convoluted, less friendly, and others. Sometimes there are extortions. Uncertainty becomes a problem for people when dealing with the bureaucracy. Small problems can take a long time. According to some people, dealing with the bureaucracy always take a long time. Citizen complaint about uncertainty of time and cost when dealing with the bureaucracy. Not a few people who bribe bureaucrats for smooth business. Some people judge the bureaucratic apparatus is easily bribed. It is still often found in various government agencies, both in the lower and upper levels. It makes the image of the government to be more bad.  It needs reform of the bureaucracy. Changes in public services is expected to increase the welfare of society. Demands to realize good governance is getting stronger and urgent. If the changes in the public service performed, the satisfaction and welfare will rise.

SOLUTION

Internet user growth is very rapid, even the internet became part necessity in everyday life, this phenomenon shows that 5 to 10 years later, information technology will dominate most of the patterns of people's lives, so the model of e-Governance should be prepared and developed, Because it support the realization of good governance. Electronic governance or online-Governance is the use of information technology by the government to provide information and services to citizens, business, and other matters relating to governance. With e-governance is expected of public services can be more easily and quickly
E-governance is the use of information and communication technologies especially the internet to provide access to information to the general public transparency and make government more accountable to the public. In other words E-Governance as a means to change the concept of government that resulted in the empowerment of citizens and increase transparency in public affairs by the government. E-governance is one of the concrete efforts to achieve good governance. Good governance itself in practice allows for the use of the information and communication technology. The establishment of a network of information and the transaction of public service that has the quality and scope to satisfy the public and accessible in all parts of Indonesia at any time, not limited by the barrier of time and at an affordable cost to the community.
E-governance is the use of information and communication technologies especially the internet. E-governance provides access to public information in transparency and make government more accountable to the public. In other words E-Governance is the media to change the concept of government first. it would lead to public participation and transparency in public affairs by the government. E-governance is one of the concrete efforts to achieve good governance. In practice, it allows the use of the information and communication technologies that can satisfy the public and accessible in all parts of Indonesia in everytime and every where.
E-Governance aims to provide a space for non-governmental sector can play optimally. E-Governance is expected to reduce fraud by bureaucrats as corrupt practices. The government can achieve transparency. Public service is easy open and accessible to all. Accountability is a service that can be justified in terms of regulations.
Examples of the application of e-Governance is the ID card online. In addition, payment of electricity bills, water, telephone can be done online. it proves that local governments have started to understand that information technology can be used to facilitate their work
Information on public policy can be shared by the internet so everyone can access it. Everyone can give advice and criticism, complaints to the government by the internet. The role of the people is needed to achieve good governance. Everyone should participate actively in public policy making. Jembrana is an example of a region that has implemented e-Governance successfully. Jembrana is one of region in Bali. Jembrana has  launched into cyber city by putting IT as the backbone in providing services to become more effective and efficient. There, every government officials and students only have  a card that has a variety of functions: as ID cards, officials card or student card for absent, ATM card until  card for payment of expenditures in the school  cafeteria.  E-voting for the election of village heads. Jembrana  is an example of a digital city that has been visited by many other governments. They study  e-goverrnance from Jembrana.

Targets of e-Governance are:
a)      To assist citizens in paying phone bills, water, electricity, taxes and other
b)      Handle formalities for the registration of land ownership, marriage, birth, and death.
c)      Processing the application forms and renewal driver's license, work permit and passport.
d)     Accommodate complaints from the public.[1]

E-Governance Development Strategy
Development of e-Governance in Indonesia is still relatively low and does not fully succeed.  It would require the development of e-Governance strategy:
1.      The implementation of e-Governance should be supported by public policy
With a clear policy will allow local governments to develop it. Public policy as a reference to implement.
2.      Build adequate infrastructure
Build adequate infrastructure from the village to the central government. So that all social and economic activity can implement e-Governance.
3.      E-Governance funding allocation should come from the government budget, because without sufficient funds will not be available in an optimal and adequate infrastructure. So the implementation of e-Governance will not work optimally.
4.      Conduct education and training or workshops about IT to introduce information technology to government officials at all levels. The government should socialize it to the public.
The success of e-governance depends not only on technology but also on humans. Seeing the condition of the human resources in Indonesia that average education is still relatively low, particularly in understanding the technology. It became the task of the government and the people to erase illiteracy and technology illiterate.

CONCLUSION

Public services should be fast, easy, and friendly. But still many people have not been satisfied with the performance of government officials. Therefore we need a reform of the bureaucracy, one with the implementation of e-governance. E-governance is the use of information and communication technologies especially the internet to provide access to information to the general public transparency and make government more accountable to the public. Jembrana is a region that has been applied successfully.. Examples of the application of e-Governance is the e-ID card, payment of water, telephone, tax online, e-voting for the election of village chiefs and others. It creates a public service to become more effective and efficient. Other regions can imitate the application of e-governance to improve the quality of public services.
